enabling local overrides via settings does... nothing

Reported by kaycebas...@gmail.com, Dec 13 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3292.0 Safari/537.36

Steps to reproduce the problem:
1. open settings
2. check the "enable local overrides" checkbox under the "persistence" category
3. open the command menu (link below), type "overrides"

https://developers.google.com/web/tools/chrome-devtools/ui#command-menu

What is the expected behavior?
they're should be a "show local overrides" option in the command menu. selecting that command should show the overrides tab in the drawer

What went wrong?
nothing happens. there's a "show overrides" command that opens up settings, but the UI is not complete

Did this work before? Yes

Chrome version: 65.0.3292.0 Channel: n/a
OS Version: OS X 10.12.6

I don't think this is relevant in the modern UI.
