A stripe appears on other screen in 2-screens config after exit fullscreen.

Issue description

Chrome Version       : 65.0.3293.0 canary
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
    Firefox: ok
    IE/Edge: ok

What steps will reproduce the problem?
1. Setup 2 displays as follows:
  display 2 is main display and has UI scale 150%, FullHD (1920x1080) resolution
  display 1 has UI scale 100%, FullHD (1920x1080) resolution
  Display 1 is located on the right and slightly above display 1.
2. Launch Chrome.
3. Maximize Chrome on display 1
4. Enter Fullscreen (F11)
5. Exit Fullscreen (F11)

What is the expected result?
Chrome window after step 5 looks like after step 3, entering and leaving fullscreen changes nothing.

What happens instead of that?
A stripe appears on screen 2 next to Chrome window, Marked with red ellipse on the screenshot attached.

possible.

Unable to reproduce the issue on Win-10 using chrome latest stable #64.0.3282.168 and latest canary #66.0.3348.0.

Following are the steps followed to reproduce the issue.
------------
1. Setup 2 displays as follows:
  display 2 is main display and has UI scale 150%, FullHD (1920x1080) resolution
  display 1 has UI scale 100%, FullHD (1920x1080) resolution
  Display 1 is located on the right and slightly above display 1 as in the screenshot at comment #0.
2. Launched Chrome.
3. Maximized Chrome on display 1
4. Entered Fullscreen (F11)
5. Exited Fullscreen (F11)
6. Did not observe any stripe appearing on screen 2 next to Chrome window.

eugenebng@ - Could you please check the issue on latest canary #66.0.3348.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
