ERR_SSL_VERSION_INTERFERENCE

Issue description

Chrome Version       : 63.0.3239.84
OS Version: 10.0
URLs (if applicable) : https://www.pichincha.com/portal/Inicio
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: 
    Firefox: OK
    IE/Edge: OK

What steps will reproduce the problem?
1. Open URL
2. Navigate the site (I was able to log in)
3. After a few pages I just got that error

What is the expected result?
View website

What happens instead of that?
ERR_SSL_VERSION_INTERFERENCE

Please provide any additional information below. Attach a screenshot if
possible.

UserAgentString: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Using Windows Defender as AV

 
When I disabled TLS 1.3 in chrome://flags/ I was able to access the site.

I enabled TLS 1.3 after closing the affected pages and I couldn't get the error to happen again. Before closing the tabs enabling and disabling did get that error on the website.

I didnt run the NetLog because the error didn't appear again.
