[gfeedback canary] Spike in user reporting Chrome not able to launch

Issue description

Chrome Version: M65
OS: Win 10

What steps will reproduce the problem?
(1) Launch Chrome canary

What is the expected result?
Canary should launch

What happens instead?
We see chrome frame (navigation buttons). Everything else is black (Omnibox, NTP does not load)

Restarting the computer fixed the issue for me.
