System Activity and Troubleshooting in Admin Console affected by "erase local data" on device

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36
Platform: 9901.77.0 (Official Build) stable-channel candy

Steps to reproduce the problem:
1. configure OU to erase local data
2. put Chrome device in this OU
3. Log into Chrome device
4. Log out
5. Access System Activity... page in Admin Console
6. View the lack of records

What is the expected behavior?
Regardless of local user data being stored on device, logs of users should be maintained and updated in the admin console

What went wrong?
A teacher claimed the students I reported to her as the most recent users according to the admin console had no possible way to have used the device in question. I reached out to Google Support who says the problem is because the OU had erase local data enabled and to make a feature request here.

jnunes, can you tell me what happens if you don't immediately log out after logging in? Ie. does the user you used to log in show in the list of recent users? This would help greatly, thanks.
