Scroll-to-top broken when in AMP page |

Issue descriptionChrome Version: 65.0.3291.0 canary (also reproduced on stable) OS: iOS 11.2 on iPhone 8 What steps will reproduce the problem? (1) In Chrome omnibox, enter a search query that will load AMP results (e.g. "new york times") (2) Tap on an AMP result to see the article (3) Scroll down the article (4) Tap on iOS status bar (top of phone screen) What is the expected result? Would expect the webpage to scroll to the top, since this is a pattern on iOS for other webpages. What happens instead? The page doesn't scroll to the top. It just stays in place May not be a Chrome issue since it's reproducible in Safari. If so, will create in Buganizer. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

The problem is that the AMP content is in an iframe, and the automatic scrolling action only impacts the main frame, not iframes. There isn't a real fix to this.
