Add 25 Linux GCE slaves to luci.v8.try pool |

Issue descriptionWe currently have 28 bots on that pool, but had 43 bots on corresponding Buildbot pools, hence we need ~25 more GCE bots to migrate all our builders to LUCI. Once fully migrated, we'll return unused Buildbot bots. All new bots be same as swarm825-c4. |
