Bundled Android notifications can't be unbundled

Issue description

Chrome Version: Version 62.0.3202.97 (Official Build) (32-bit)

Chrome OS Platform: 9901.77.0 (Official Build) stable-channel veyron_minnie / Asus Chromebook Flip C100PA
Network info: N/A

Steps To Reproduce:
(1) Install news app that pushes notifications, e.g. The Guardian
(2) Wait to receive multiple notifications so that they get bundled
(3) Issue is now reproduced: there is no way to unbundle and access individual notifications

Expected Result:
As on Android phones, dragging down to unbundle and access individual notifications

Actual Result:

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always

What is the impact to the user, and is there a workaround? If so, what is
it?
Unable to access individual notifications from apps if they're bundled.

Please provide any additional information below. Attach a screen shot or
log if possible.

Hi,

Thanks for the bug report~~! Could you try clicking/tapping on the top of the bundled notification, near the small downwards arrow? It should expand the bundled notification. If this doesn't work then it sounds like a bug.

The hitbox for the arrow should be a lot bigger than the actual arrow itself - it should span the width of the notification and maybe like a centimetre from the top downwards. I agree it's suboptimal that the same gesture as Android doesn't work here though.

If it's okay I'm going to close this for now.
