Noticed this while working on another task.

Running aapt dump --values resources MonochromePublic.apk | grep "config LOCALE" (where locale is any value in android_chrome_omitted_locales in locales.gni) shows the unwanted resources.

Doesn't happen for Chrome and ChromeModern, just Monochrome.

The number of resources is very small, and from a quick glance it seems like they're all third party resources.
