Steps to reproduce the problem:
1. Bring up the sample kiosk mode app - https://chrome.google.com/webstore/detail/sample-test-kiosk-app/ncenilcnagcpbdfdiaplnmlcajlblnmn
2. Hit ctrl+ more than 2 times and navigate to next screen
3. Now hit ctrl-

What is the expected behavior?
Page should zoom out upon hitting ctrl-

What went wrong?
Page zoomed in instead of zooming out upon hitting ctrl-
