Pages show a fractured pages

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Example URL:
happens on all pages

Steps to reproduce the problem:
1. Install latest version
2. Open chrome canary
3. View any site 

What is the expected behavior?
Site renders as expected

What went wrong?
I upgraded to the latest canary and now all sites show fractured images, please see attached image. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 65.0.3293.0  Channel: canary
OS Version: OS X 10.11.6
Flash Version: N/A not installed

I have deleted canary and reinstalled but still seeing this issue.

Do you have any themes installed?

I tried this on my mac book pro running 65.0.3293.0 and it worked fine.

Does this still happen after a reboot of the device?

I have rebooted and still happening. I have no themes installed but do have some extentions. I have tested in incognito mode and still see the issue.
