Regression:Orange focus reader of chromeVox is seen misplaced while opening/closing the keyboard overlay

Issue description

Chrome Version:64.0.3282.24/10176.13.0 Kip,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> In OOBE screen/Accessibility settings >>enable ChromeVox spoken feedback 
(2)Enable the Onscreen keyboard(orange focus is seen on its toggle button)
(3)Now Open and close the keyboard overlay and Observe the orange focus.

Actual:Orange focus of ChromeVox reader is seen misplaced 
Expected:It shouldn't get misplaced

This is a Regression issue as same is working fine in 63.0.3239.86/10032.71.1 Beta channel Reks

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in latest M-65

Looks like the focus ring resizes when the keyboard goes up but doesn't get replaced when the keyboard goes back down.

Maybe the keyboard going back down needs to trigger a full a11y event to the root window since things get resized?
