Regression: Cast window opening is not smooth

Chrome Version:64.0.3282.24/10176.13.0 Kip,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Launch chrome,open NTP ->Click on'Customize and control Google chrome' menu ->Open Cast and Observe the window while opening(Please refer video)

Actual:Cast window opening is not smooth
Expected:Cast window opening should be smooth

This is a Regression issue as same is working fine in 63.0.3239.86/10032.71.1 Beta channel Reks

Note:
1.Issue is not seen in Linux,Windows OS
2.Issue is also seen in latest M-65

+imcheng can you take a look at metrics to see if this is a regression as well?

I did not see a regression in latency metrics from 63 to 64. In fact the numbers improved:

M63:
MediaRouter.Ui.Dialog.LoadedWithData: 1875
MediaRouter.Ui.Dialog.Paint: 1816

M64:
MediaRouter.Ui.Dialog.LoadedWithData: 1793
MediaRouter.Ui.Dialog.Paint: 1727

I am going to try to repro this on a Chrome OS machine.
