Description: able to connect Guest Network Wi-Fi even the user is not login.
Steps to reproduce:
#Please refer the attached vide file from the customer and I tested from the local side.
1. Sign out
2. Click “add person” (new window pop up)
3. Change network connection to Guest Network Wi-Fi.
4. Authentication Windows comes up.
Current Behavior / Reproduction: able to connect to Guest Network Wi-Fi even the user is not login.
Expected Behavior: Should not pop up Chrome browser.
(Please refer M60 repro test behavior, it should work like M60)

At 13:35:10 PST I manually connected to our guest network at the sign in screen. The captive portal did not show.
At 13:35:30 connected back to the staff network, which has no issues.
At 13:35:40 connected back to the guest network. Again, the captive portal did not show.
At 13:35:50 clicked the "sign in another user" button on the bottom left of the sign in screen. The regular login screen with username and password fields appeared. Immediately afterward, the captive portal showed on the screen.

When connected to the Guest network Captive portal does not show up if the profile pictures are showing up on the sign in screen, it Does show up if they are on the “Add person” screen.
The expected behavior: the Captive portal should be showing up when users connect to Guest network.
The actual result: they do get the captive portal only when they have click on “Add Person”

- Troubleshooting steps taken:
- Asked to change “Sign-in Screen” to Never show user names or photos, that works.
- Existing Workaround:
Click on “Add person” and as soon as they are on the Add person screen, they can connect to Guest network and captive portal shows up as normal.

IIUC, OP is reporting that the captive portal Auth screen is not being displayed automatically on connecting to a captive portal network.
The captive portal auth is displayed on triggering any kind of web request/network activity such as attempting to add an user.
This is working as expected.
@krishna, If there is no setting on the cpanel, which change the behavior for captive portal. Please close this as won't fix.

Ryutas, this bug is not of acceptable quality.
- Please update bug title to be a complete sentence which explains the issue.
- Please clearly explain the expected behavior and the actual behavior.
