Regression : Lengthy lines are seen for 'IP address','Routing prefix' & 'Gateway' details in Network settings page

Chrome Version: 64.0.3282.22/10176.12.0 Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Sign-out from Uber Tray 
(2)In Sign-out screen at Uber Tray select 'Network' option ->click on 'Network settings' icon ->'Network settings' window is seen
(3)Now disable 'Configure IP address automatically' option and observe ' lengthy lines are seen for 'IP address','Routing prefix' & 'Gateway' details (Please refer Video and Screenshot)

Expected: Unnecessarily lengthy lines are seen for 'IP address','Routing prefix' & 'Gateway'  details
Actual: No such  lengthy lines should be seen

This is Regression Issue as same is working fine in 3.0.3239.86/10032.71.1 beta-channel Kip

Note : 
1.Issue is seen on latest M-65 also
2.Issue is seen on chrome://settings/networkDetails page (Please refer 'Actual_InSettingsPage' video)

This is from an older version of the UI; those lines have since been removed.

@stevenjb : Issue is still seen on latest M-66 build i.e. on 66.0.3336.3/10378.0.0 dev-channel Kip.
