What steps will reproduce the problem?
(1) In OOBE 'Connect to Network' screen, connect to a secure network and enter an incorrect password. When the connection attempt fails, the 'Join Wi-Fi network' dialog should appear.

(2) When the error notification appears, click on it.

Observe: Network settings dialog appears.

Expected: 'Join network' dialog should be focused instead.
