Removal of #enable-fullscreen-app-list (peeking launcher)

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9901.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.97 Safari/537.36
Platform: 9901.77.0 (Official Build) stable-channel candy

Steps to reproduce the problem:
1. Go to chrome://flags
2. Find #enable-fullscreen-app-list
3. N/A

What is the expected behavior?
N/A

What went wrong?
Due to this flag being fully implemented in the stable channel of most devices in the initial release of V61, I find  that there is no need to have this flag listed any more.

I understand that the feature is still in it's development phases, but it honestly does not need to be listed in that list.
