Fix intergation test for lofi.py and lite_page.py

testLoFi, testLoFiCacheBypass, testLoFiSlowConnection are failing on desktop because DataReductionProxyDecidesTransform is not on.

Same issue for testLitePageBTF, testLitePageBTFNano, testLitePageForcedExperiment, and testPreviewProvidedForHeavyPage.

testLitePageBTFNano should be marked with AndroidOnly.
