Sheriff-o-Matic Help confusingly calls "actions" "annotations"

mentions "annotations" several times.
But apparently, these are just actions.
So it makes sense to rename them to "actions".

We could probably update the docs to be more user-centric (rather than refer to the names of the data structures in our implementation).
