Dragging incognito Tab in Tab Switched closes the Tab and grabs regular tab

Issue description

App Version (from "Chrome Settings > About Chrome"): 62.0.3202.84
Android version: 8.1
Device: Pixel 2

Steps to reproduce: 
1.) Open a blank incognito tab
2.) Tap on tab switcher button
3.) Put the finger on the tab and start dragging right

Observed behavior: 
At some point the tab unexpectedly removed and I end up dragging the regular tab

Expected behavior: 
Tab should not be removed until I lift the finger

Additional comments: 
Can not reproduce with non-incognito Tab or on iOS.

Able to reproduce the issue in Android.

Steps to Reproduce:
1. Open a blank incognito tab
2. Tap on tab switcher button
3. Put the finger on the tab and start dragging right

Chrome versions tested:
63.0.3239.83, 65.0.3292.0, 58.0.3029.125

OS:
Android 8.0.0

Android Devices:
Pixel XL, 8.0.0 Build/OPR1.170623.027
