milo: Add link to gerrit issue on a tryjob's build page

Currently, the buildbot UI for a tryjob build includes a link to the CL that launched it: (the value of the patch_issue property is a hyperlink)

In milo, that property is not linkified:

It'd be real nice if there was a link from milo build page to gerrit CL.
