Present PassKit error message in snack bar.

App Version (from "Chrome Settings > About Chrome"): M64
iOS Version: 11
Device: iPad

Steps to reproduce: 
1.) Navigation to passsource.com
2.) Download pkpass file

Observed behavior: 
Nothing happens


Expected behavior: 
Some sort of error should be displayed. Safari f.e. shows "Safari cannot download this file." error.

Has this been resolved already?

I am in fact getting a message: "Sorry, your Pass cannot be installed to Passbook at this time." in Canary. 

This language seems fine to me. 

To improve consistency we could turn the presentation into a Snackbar.
