Local media files don't autoplay when opened in Chrome

Issue description

Chrome Version: 64.3282.24
OS: Mac

What steps will reproduce the problem?
(1) Open Chrome
(2) Drag a .webm video file from the local machine into the Chrome window.


What is the expected result? Media file auto plays

What happens instead? The media file is paused

In Chrome 63.0.3239.90 media files autoplay.

This seems to be related to the new auto play policy in M64.

Opening a file locally seems like a valid user gesture and things should just start playing.

Assigning to +beccahughes is this behavior expected or is this a bug?

beccahughes@, to fix this, you would need to change the settings of the document in https://cs.chromium.org/chromium/src/third_party/WebKit/Source/core/html/media/MediaDocument.cpp?q=f:mediadocument.cpp&sq=package:chromium&l=1

I can also take the bug if you are too busy with other things.

Yes, I think local media files should autoplay.
I cannot reproduce this on Linux in 65.0.3299.0 so I will try some different versions.
I tried again in 64.3282.24 Linux and Mac and cannot reproduce this issue. @dbbrooks are you still experiencing this issue?
With unified autoplay enabled it does not autoplay so this could be that.
