buildbucket should get results json more frequently |

Issue descriptionRight now, a buildbucket receives the results json only once after a build ends. But when a build crashes (e.g. when the underlying bot dies) the buildbucket doesn't get the results json. Many of the values are known in an early stage of the build, like build_id, and could be transferred much earlier.

Here is a build that died: https://ci.chromium.org/p/v8/builds/b8960434065404209408 Note it has a build_id property See the corresponding bucket: http://shortn/_kxyHzoRKwS The result_details_json doesn't have the build_id, even though it came into existence in the very beginning of the recipe run and the bot died first after several minutes.
