Currently ImageDataBuffer supports three constructors from data buffer, SkPixmap and StaticBitmapImage. With the current work to spread using StaticBitmapImage as the primary pixel storage object, I suspect we should be able to remove some of these constructors (probably unify the one using SkPixmap with the one using StaticBitmapImage).
