New context menu seems to open pictures independly from page

Steps to reproduce the problem:
1. Open next context menu for any picture
2. 
3. 

What is the expected behavior?
Picture is taken from cache/page

What went wrong?
There is visible gap and picture seems to be opened again, which is increasing transfer usage

Did this work before? No 

Chrome version: 65.0.3292.0   Channel: canary
OS Version: 7

As feature is not 100% on prod and Chrome has got various options for saving user data usage, I think, that it's more bug than FR
