IMAGE tab is opened even for broken picture in new context menu

Steps to reproduce the problem:
1. wrozka.tv
2. open new context menu for broken picture (marked in red in screenshot)

What is the expected behavior?
IMAGE tab is not visible

What went wrong?
IMAGE tab is visible

Did this work before? No 

Chrome version: 65.0.3292.0  Channel: canary
OS Version: 7

Able to reproduce the issue in Android. Observed the broken thumbnail on the top.

Steps Followed:
1. Launched Chrome Browser.
2. Navigated to wrozka.tv
3. Observed the broken thumbnail on the top

Chrome versions tested:
65.0.3292.0

OS
Android 7.0.0

Android Devices
7.0.0; SM-J710F Build/NRD90M

This seems to be a Non-Regression issue as same behavior is seen since M55. Untriaged for further input's on this issue.

794243 is about picture, which is correct on web page; this one is about picture which is also broken on web page; in both cases root cause and solution can be totally different and (unless analysis in code was done) they shouldn't be duplicate.
