[Console] Paste pop-up menu item is only available when clicking on the prompt.

Precision is required to paste text with the pop-up menu. Paste should be available when right-clicking anywhere in the console view.

It seems that `document.execCommand('paste')` isn't supported in Chrome (crbug.com/757140).  We could add a context menu item, but this would also require a new DevToolsHost.pasteText() to be supported.  Archiving for now.
