About right-click

Issue description

Chrome Version       : 62.0.3202.94
URLs (if applicable) : /
OS version               : 10.10.5
Behavior in Safari (if applicable): /
Behavior in Firefox (if applicable): /

What steps will reproduce the problem?
(1) Try to right-click a tab by Ctrl + Click instead of any other right-click Mac OS method
(2) Nothing happens

What is the expected result?
I should be able to access contextual menu, with "new tab, duplicate tab, mute tab, etc." buttons.

What happens instead?
Nothing. I have to use two fingers tap or else to be able to see the menu.

Unable to reproduce the issue on mac 10.12.6 using chrome reported version #62.0.3202.94, latest stable #63.0.3239.84 and latest canary #65.0.3292.0.

Attached a screen shot for reference.

Following are the steps followed to reproduce the issue.
------------
(1) Tried to right-click a tab by Ctrl + Click on a tab in Mac OS.
(2) Observed that contextual menu, with "new tab, duplicate tab, mute tab, etc." buttons appeared.

laurent.kevin@ - Could you please check the issue on latest stable #63.0.3239.84 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Hello,
I updated to latest stable version #63.0.3239.84 and tried with existing and new profile, problem still persist.
Must be my MacOS version, but I can't upgrade it right now...

Retried the issue again and unable to reproduce this issue on Mac OS 10.12.6 using the latest Canary 65.0.3300.0 and Stable 63.0.3239.108.

Requesting someone from UI>Browser>TabStrip to please look into this issue and help in further triaging.

I can repro this in a 10.10 VM. Will see if I can figure out what's going on if I have a chance later, but if someone wants to take it, feel free.
