Google Earth not accessible on Chromebooks under core suite of apps

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36
Platform: 10032.59.0

Steps to reproduce the problem:
1. In google console, only allow Google core suite of apps that fall under Googles EDU privacy policy
2. Navigate to earth.google.com

What is the expected behavior?
students should be able to use earth.google.com without having to sign in/install the app

What went wrong?
students get prompted that the admin has blocked access to this site

Chrome version: 62.0.3202.94  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

We install only the core set of google apps that are  covered under the G Suite for Education Privacy notice (https://gsuite.google.com/terms/education_privacy.html).

When students on Chromebooks go to https://earth.google.com, they get a message that they do not have access to this service.  I understand we could allow it to get it to work, but because it's not in the core suite of apps and not covered under the education privacy policy, that is not an option for us.

Youtube.com is not covered under the privacy policy, either, but students can still browse to youtube.com, they just cannot sign in.

Why is the earth service treated differently than youtube?  It should be allowed for students without login. 

If this isn't feasible for technical reasons, is there any plans for Google adding it to the Core Suite services for G Suite so it would be covered under the privacy policy?
