Swiping through content suggestions with two fingers results in dismissing a article

App Version: 65.0.3292.0 Canary
iOS Version: 10.3.3, 11.2
Device: iPad and iPhone

Steps to reproduce:
1. Launch chrome
2. Place two finger over random articles
3. Swipe both fingers either left or right

Observed results:
The article get removed from content suggestions

Expected results:
The article shouldn’t be dismissed

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): Yes on M63
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes on M64
