borwser language doesn't change

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. go to settings > advanced settings 
2. go to language section.
3. select language other than current language check  Display Google Chrome in this language
4. don't click relaunch just close it 
5. open browser repeat step one and two,
you will see that browser pointing that chrome is displaying in new language but actually sill same old language.

What is the expected behavior?
Language change even if user didn't click relaunch.

What went wrong?
language changed in settings but still same old one

Unable to reproduce this issue on reported version 63.0.3239.84 using Windows 10 with steps mentioned below.

1. Launched chrome on english and navigated to chrome://settings >> Added arabic language
2. Selected Display Google chrome in this language >> Without relaunching closed browser.
3. Opened back and observed language changed to Arabic .

@Reporter: Please check the attached video and let us know if we miss anything. And also could you please check the issue on fresh profile which do not have apps/extensions added. Please report us back the behaviour. This would help in further triaging of the issue.

As we are unable to reproduce the issue on latest stable 66.0.3359.181 using Windows 10 and there is no response/Feedback from the reporter from so long time on comment#1 hence closing this issue and marking it as Won't fix.

@Reporter: Please feel to raise a new issue if there are any issues with chrome.
