Installers -- Videos are in pause state after Relaunch.

Issue description

Chrome Version: 64.0.3282.24
OS: Windows (7 / 8.1 /10), Mac & Ubuntu 14.04, Fedora 24 & 25.

What steps will reproduce the problem?
(1) Install Chrome Dev (32 or 64 - bit) from market. (https://www.chromium.org/getting-involved/dev-channel)
(2) Navigate to chrome://chrome, www.youtube.com, www.imdb.com (Play videos from the URLs)
(3) From Terminal execute, "64.0.3282.24_64.0.3282.14_chrome_updater_w3c.exe --chrome-dev --verbose-logging --do-not-launch-chrome --system-level"
(4) Navigate to chrome://chrome and click relaunch. 

What is the expected result?
Chrome should launch successfully and videos should play when navigated to the youtube and imdb URLs.

What happens instead?
Chrome launches successfully, when navigated to youtube and imdb, the videos are being in Pause state.

Note: Observing the text, "If playback doesn't bign shortly, try restarting your device". (Image attached).

Issue is reproducible only when updating Market Dev to Current Dev. 
This issue is being observed from M60 builds. 

Issue does not reproduce when followed the below steps
(i) Execute "64.0.3282.14_chrome_installer_w3c.exe --chrome --verbose-logging" and launch chrome and navigate to chrome://chrome
(ii) Navigate to youtube.com and imdb.com and play videos.
(iii) Execute "64.0.3282.24_64.0.3282.14_chrome_updater_w3c.exe --verbose-logging" and launch chrome and navigate to chrome://chrome
(iv) Relaunch Chrome while the videos are playing.

Expected Result -- Videos are playing without pausing.

Could some one please look into the issue and provide an update.
Will update on PGO, once available.
Not adding any blocker as the issue is being observed from old builds.

Thanks for the report :)

That sounds like autoplay restrictions applied to this Chrome instance after restarting because of server side configuration applying. What bothers me is the YouTube message but I will ping the YT separately.
