Near simultaneous navigations with mouse forward/back buttons lead to blank page

Issue description

Chrome Version: 65.0.3283.0

What steps will reproduce the problem?
(1) Have 2 pages in navigation history (I used example.com and news.ycombinator.com, but others are affected as well)
(2) Starting from the first page, use the mouse forward button to start a navigation to the second page
(3) Immediately use the mouse back button
Alternatively,
(2) Starting from the second page, use the mouse back button to start a navigation to the first page
(3) Immediately use the mouse forward button

The forward/back ui elements and the omnibox indicate that the initial navigation occurred (as though we didn't press the second mouse button), but the page is blank. In devtools, the elements panel shows no elements.

The user can still refresh in order for the page to be shown.

Also note that I tried this with --enable-browser-side-navigation and --disable-browser-side-navigation and this issue occurs with both.
