policy_Cookies* Autotests failing _allow cases

Failures occur across all boards starting in 10191.0.0

The current cookie setting mechanism that these tests use has been deprecated in M65. See  crbug.com/767813 . I will submit a CL to fix this.

The fix for this has landed- https://chromium-review.googlesource.com/c/chromiumos/third_party/autotest/+/848312

and is now working. All the tests are now passing.
