[Select-to-Speak on ARC++] While drawing highlight rect, normal selection highlight is also being done to text areas under the rect

Example: gmail app, looking at any message in the inbox.

We should try not to pass these mousedown / mousemove / mouseup events to ARC if STS is handling them.
