Regression: Copy grayed out when edit an element as HTML and press on "select all" in contextmenu

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.14 Safari/537.36

Steps to reproduce the problem:
1. Open any page.
2. Open developer tools.
3. Edit an element as HTML.
4. Press right click and choice select all.
5. Try to copy.

What is the expected behavior?
Copy not grayed out in contextmenu.

What went wrong?
Copy grayed out when select all text.

Did this work before? Yes 

Chrome version: 64.0.3282.14  Channel: dev

Able to reproduce this issue on reported version 64.0.3282.14 and on latest canary 65.0.3291.0 using Windows 10, Ubuntu 14.04 and Mac 10.13.1 with steps mentioned in comment#0.
