4k mp4 and vp9 videos playback stutter badly on older ARM chromebooks

4k video playback stutter badly on Peppy. This could be expected because Peppy as a low end Chromebook cannot handle 4k video playback.
Please confirm if this is won't fix then resolve it.

What steps will reproduce the problem?
(1)navigate to the below two 4k video

VP9: https://www.youtube.com/watch?v=I54vzcQmnKY
(2) set resolution to 4k

What is the expected result?
smooth playback

What happens instead?
stutter badly

This also happens with Nyan-Blaze M67.

I do think an older ARM would not play 4K well, if at all.

It auto-negotiated 720p rather than higher available bit-rates.

It seems WontFix to me unless posciak@ feel otherwise that hardware decoder should be able to handle 4K video on those devices.
