Document roles in buildbot waterfall |

Issue descriptionThe Chrome OS waterfall lists a bunch of roles, but several of them are not documented. In particular, there are zero results for "Toolchain Detective" in chromium.org, moma search or YAQS. Sheriffs, Chrome Gardeners and Toolchain Detective are all undocumented. Infra Deputy, Chrome Infra Trooper and ARC Constables link to some form of documentation.

I just noticed that there is a (Chrome) link after the gardener name that navigates to an old sites page that has a link to the new document. We should change the waterfall to make 'Chrome Gardeners' link directly to go/cros-gardener similar to 'Infra Deputy' and 'Chrome Infra Trooper', and eliminate the confusing (Chrome) link at the end.

Hmm, actually I need to update the internal files. Are there instructions for hacking on chrome-internal's chrome/tools/build repo? "git cl upload" fails because the PRESUBMIT seems to expect files from the external repo to exist in the internal repo... python: can't open file '/redacted/path/to/chrome-internal/chrome/tools/build/../build/scripts/common/env.py': [Errno 2] No such file or directory where I've cloned https://chrome-internal.googlesource.com/chrome/tools/build but env.py only exists in https://chromium.googlesource.com/chromium/tools/build.

Running `fetch infra_internal` should get you everything you need.
