PBS desktop notifications won't die.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.11; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1. Accept PBS desktop notifications at PBS.org
2. Remove AND block PBS desktop notifications permission in settings.
3. Continue getting breaking news updates from PBS via desktop notifications.

What is the expected behavior?
No more desktop notifications.

What went wrong?
The desktop notifications keep coming through.

Did this work before? N/A 

Chrome version: <Copy from: 'about:version'>  Channel: n/a
OS Version: OS X 10.11
Flash Version: Shockwave Flash 27.0 r0

Tried testing the issue on mac 10.12.6 using latest stable version #63.0.3239.108, but navigating to PBS.org, showed the site as an in secured one. Hence, did not get any desktop notifications.
Attached screenshot for reference.

Reporter@ - Could you please provide any other sample url to test the issue from TE-end. Also please mention the chrome reported version. This will help us in triaging the issue further.

Hi there, I think there's been a miscommunication. I'm not getting a notification that the site isn't secure. That's not the kind of notification I mean. When I visited PBS.org a while ago, it asked if I wanted to receive desktop notifications. These are the little notices of breaking news stories, direct messages or other alerts that websites can send you even when you're don't currently have the website open in the Chrome browser. I clicked "yes" and accepted desktop notifications, but then decided I didn't want to receive the notifications anymore. I went through the process in Chrome to stop receiving notifications from PBS.org, but it hasn't had any effect -- I still get the notifications.

[Mac triage] Just to make sure, when you click one, does it open a tab in Chrome? Safari also supports these kinds of notifications, and I want to rule out the possibility that they're coming from Safari instead of Chrome.

It would also be great if you could include a screenshot of one of them or, better, a screen recording taken with QuickTime Player showing a notification (even in Notification Center — you don't have to catch it while it's on the screen), what happens when you click it, and your site settings for PBS.org. At the very least, that could help us with next steps. Thanks for the report!
Good point -- I will double check they're not in Safari. I'll also try to
do a screen recording the next time I get one.
