Feature request: Allow more granular policy setting (e.g. by platform)

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9901.77.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.97 Safari/537.36
Platform: 9901.77.0 (Official Build) stable-channel cave

Steps to reproduce the problem:
At present, we can only set policies on users regardless of the platform they are using. Not all policies make sense to push when they are using non-Chrome OS devices (for example, our VPN extension).

What is the expected behavior?
Some method to set policy based on criteria other than OU.

What went wrong?
We can only set policy based on the user's OU, which is based on their location / business unit in our org.

 Issue 793846  has been merged into this issue.
This is possible now that we support user policies based on which device you are on.
