Investigate V8 tasks running on background tabs after 5 minutes

UMA [1] suggests that there's quite some task activity after a few minutes of being in the background.

This can have multiple reasons, e.g., bugs, or pages that are still active wrt. to JS. Investigate why V8 still fires background tasks.
