Don't crash the process when a web worker cannot be created

Project Member Reported by jorgelo@chromium.org, Dec 11 2017

Issue description

Spun off issue 782982 .

We're currently killing the entire process when a web worker cannot be created due to an OOM. However, the spec seems to allow for returning an error in this case. Maybe we should do that.

Over to falken@ for triaging.
