JS Animations not working correctly

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. e.g. www.sky.de
2. Hover over content teaser images
3. images distort over the whole screen

What is the expected behavior?

What went wrong?
no idea

Did this work before? Yes all chrome versions before

Chrome version: 63.0.3239.84  Channel: stable
OS Version: OS X 10.12.6

Components: -Blink Blink>Animation
I couldn't reproduce this on my macbook pro (10.12.6, Chrome 63.0.3239.84)
and on Linux (63.0.3239.84) either.

Looking at the reproduction video, I'm wild guessing it's GPU issue,
but not sure.  Routing Blink>Animation to triage.

Unable to reproduce the issue on Mac 10.12.6 and Win-10 using chrome reported version #63.0.3239.84 and latest canary #65.0.3291.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to www.sky.de
2. Hovered over content teaser images
3. Observed the images rendered without any issues.

ikannengiesser@ - Could you please check the issue on latest canary #65.0.3291.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
Also please let us know the gpu details as per comment #1.

thanks for your fast reply.
actually there is no problem with the latest canary version.
Everything is ok with the canary browser. It's just the Chrome 63.0.3239.84 which is causing this issue, directly after I installed this update.

I'm sorry I don't know what you mean by gpu details, do you want to know which graphic card I'm using? (Intel Iris Pro 1536 MB)

Another issue I figured out is e.g. on  webpage http://www.heimatsuende.de/, it moved to the left, I can't reproduce this issue in any other browser.

Is there any chance to get back on the chrome version before?

Mac triage: since this issue isn't in 65 and 65 is about to go stable, this issue is likely WontFix.
