authpolicy: Set user@realm in policy data.

Sets 'user@realm' instead of just 'user' in policy data sent to Session
Manager during a RefreshUserPolicy call. The name is displayed in
chrome://policy.

Verified, the name is displayed in chrome://policy in 'user@realm' format (see attachment).

Please note that Enrollment domain name is uppercase, however in M64 it's lowercase (screenshot attached).
