mailto: links have three slashes (///) prepended to them

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Create a small tool/shell script to display it's argv[1] in some manner
2. Associate that tool with mailto: links on your O/S
3. Find or create a webpage with a mailto: link on it
4. Click the link
5. Observe what the tool from step 1 reports

What is the expected behavior?
The first argument to the previously mentioned tool should be the mailto:recipient@example.com.

What went wrong?
The first argument to the previously mentioned tool will actually be mailto:///recipient@example.com.

Did this work before? Yes Not sure

Chrome version: 62.0.3202.94  Channel: stable
OS Version: Fedora 26
Flash Version: Whatever comes with Chrome

Do you mean a URL/File with a mailto link in it?  Something like:

https://www.w3schools.com/tags/tryit.asp?filename=tryhtml_link_mailto

should work.  Click the "Send Mail" link in the pane on the right.

In fact, even clicking the "mailto:recipient@example.com" in the first comment/description should reproduce the problem.  Or even clicking it here in this comment should demonstrate it.

Unable to reproduce this issue on reported version 62.0.3202.94, on latest stable/beta 66.0.3359.117 and on latest canary 68.0.3398.0 using Ubuntu 17.10.

As ET Team do not have Fedora adding TE-NeedsTriageFromHYD label for furthertriaging from inhouse team. Could someone from Inhouse team please have a look at this issue.

Unable to reproduce the issue on Fedora 24 with chrome #62.0.3202.94 & #66.0.3359.117 as per steps mentioned in comment #0, #3

Attaching the screen-cast for reference.

brianjmurrell@ Could you please upgrade chrome to latest stable and retry the same scenario on clean profile with no apps & Extensions and let us know your observations
