Custom Cookies Settings on android

Issue description

Steps to reproduce the problem:
1. Go to settings and disable 3rd party cookies
2. Whitelist a domain from that rule (only available on desktop, not mobile)

What is the expected behavior?
Be able to use the white/blacklist for cookies on mobile to

There is no settings for that

I think due to changes in the permissions team, the ownership of this UI is currently rather unclear?

It is sad that the site settings UI on Android is very inconsistent in the options that each permission provides and it would be nice if that could be improved to allow all the choices that desktop is offering.

Settings on Android have never really had a clear owner unfortunately, and it's sad that there's a lot of inconsistency and lack of parity with desktop.

Marking Available for someone in the Android team to pick up if and when they decide to prioritise.
