Regression : Delay is seen to display 'User' and 'Add an account to multiple sign-in....' message in Multiple sign-in screen

Issue description

Chrome Version: 65.0.3287.0/10203.0.0 Kip,Daisy,Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> logout -> sign in to another user -> Go to Uber tray -> click on user I'd and select 'Sign in to another user...' option
for Multiple sign-in
(2)In  Multiple sign-in screen observe delay is seen to display 'User' and 'Add an account to multiple sign-in....' message (Please refer video)

Expected: Delay should not be seen to display 'User' and 'Add an account to multiple sign-in....' message i.e. after on clicking 'Sign in to another user...' option  Multiple sign-in screen should display immediately with 'User' and 'Add an account to multiple sign-in....' message

Actual: Instead delay is seen i.e.  on clicking 'Sign in to another user...' option Multiple sign-in screen is seen with 'Shut down' and 'Cancel' option first and then after few seconds  'User' and 'Add an account to multiple sign-in....' message is seen  

This is Regression issue as same is working fine in  64.0.3282.14/10176.7.0 dev-channel Kip

Issue is still repro on latest 66.0.3342.0/10384.0.0 dev-channel Kip i.e. delay is seen to display 'User' and 'Add an account to multiple sign-in....' message 
Reopening the issue for confirmation.

@wzang : Please confirm the behavior

Status: WontFix (was: Assigned)
We'll definitely be able to fix this issue in M-66 or M-67 with a completely different implementation. At this point, there's no simple fix to this, so I believe we have to have the delay for now.
