Regression : QUIC (Quic indicator is not glowing for the web sites and services appear broken)

Issue description

Chrome Version:63.0.3239.90 58164382cdd2da6fb80495d009da9a2b57d2a3b6-refs/branch-heads/3239_84@{#3}(32/64 bit)
OS: Windows 10 

What steps will reproduce the problem?
(1) Launch chrome using QUIC protocol. 
(2) Open Drive.com, youtube.com, play.google.com and observe

Actual: QUIC indicator is not glowing for the web sites,many services appear broken on "chrome://net-internals/#alt-svc".

Expected: QUIC indicator should glow for the web sites and services should not appear broken.

This is a non-regression issue.

Note: 
This same behavior is reproducible on Stable(#63.0.3239.84).
This is a Windows specific issue and is not seen on MAC OS.

All of these connections are being closed with an immediate packet write error -142.  I don't know what -142 indicates, however.

-142 appears to be ERR_MSG_TOO_BIG

Makes me wonder if the MTU on the test network is too small for some reason.
