What steps will reproduce the problem?
(1) Sign in to user -> logout -> sign in to another user -> Go to Uber tray -> click on user I'd and select 'Sign in to another user...' option
for Multiple sign-in
2)Now in Second user -> Open New Tab ->Type chrome://settings page and click on "Enter'->Navigates to chrome://Settings page ->At 'Network' section click on Wi-Fi -> select Connected Wi-Fi network and click on 'FORGET' 
3)Now observe page navigates to New Tab (Please refer Video)
 
Expected: Page should navigate to list of available Wi-Fi page in chrome://settings page after clicking on 'FORGET' option
Actual: Instead after clicking on 'FORGET' option page navigates to New Tab

This is a Regression issue as issue is working fine in 63.0.3239.85/10032.68.0
